Meet the Team

Phil Dunshee

Founder, President

Beginning his professional career with the Iowa Association of School Boards, he got a taste of what it means to work with policy and economic development early on. Appointed to the staff of Governor Terry E. Branstad as a senior policy advisor by 1989, Phil Dunshee spent years working with education, workforce and economic development issues. From 1994 to 1999 Phil served as the Deputy Director for the Iowa Department of Economic Development, acting as the primary leader for the development and implementation of policy and budget initiatives. In this role, Phil had the opportunity to be involved with or manage a variety of special projects including the expansion of distance learning through the Iowa Communications Network.

Since forming Enterprise Iowa, Phil has had the privilege of working in service to the administration of Governor Tom Vilsack, and was involved with the development of state economic development strategy, the initial administration of the Community Attraction and Tourism Development program, and the redesign of information technology services for the State of Iowa. Currently he serves as the project manager for Iowa Land Records system, a first-in-the nation statewide electronic recording system and online land records access system. This project has been in service to the Iowa County Recorders Association and Iowa county government generally through a unique multi-government entity known as the Electronic Services System. Phil also acts as executive director of the Johnston Economic Development Corporation, a public-private partnership with the City of Johnston helping bring commercial establishments into the local community.

Phil Dunshee is affiliated with the following professional organizations: Professional Developers of Iowa, Central Iowa Economic Development Practitioners, and the Project Management Institute – Central Iowa Chapter. He graduated from Southeastern Community College, and he earned a bachelor’s in economics at the University of Iowa. Phil also received his master’s in public administration from Drake University and i is a certified project manager (PMP) through the Project Management Institute.


Kati Ross

Director of Marketing & Communications

A fanatic of all things creative and an avid organizer, Kati thrives as Director of Marketing and Communications. In her role she is able to develop and oversee marketing and  communications, guiding the process from implementation to completion. From her sharp strategy to her keen design eye, Kati enjoys the varied ways she is able to use her experience and skill to work with organizations to help them see and reach their full potential.

Kati Ross earned a bachelor’s degree in journalism and mass communication from Drake University. Her concentration and expertise is in creative advertising and graphic design.

Leah Champion

Marketing & Communications Assistant

A lover of grammar and graphic design, Leah fits right in on the Enterprise Iowa team as Marketing and Communications Assistant. In her role, Leah generates written and graphic content for various clients across a wide array of mediums, including blog posts, press releases, print and digital ads, social media posts, newsletter content, governance documents, etc. She also assists with governance-related tasks and event management.

Leah graduated with a master’s in strategic communication management from the University of South Florida in Tampa, FL and a bachelor’s in media studies and technology from Bridgewater State University in Bridgewater, MA.
